Heather Gramm, CEcD

Senior Director, Strategic Industries and Entrepreneurship, Maryland Department of Commerce

Heather Gramm joined the Maryland Department of Commerce overseeing Strategic Industries and Entrepreneurship in June 2019. In this role, she is responsible for the growth and development of the state’s strategic industry sectors – including biohealth and life sciences, cybersecurity and aerospace, manufacturing, agriculture and energy – as well as entrepreneurship and small business initiatives and workforce initiatives within these strategic industries.

Heather has more than 17 years of experience in municipal, county and state economic development in a variety of roles including business development in life sciences, technology and manufacturing, community and neighborhood revitalization, and entrepreneurship and small business support. She earned a B.A. in Business Administration from Hood College and the Certified Economic Developer (CEcD) certification through IEDC. She currently serves as President of the Maryland Economic Development Association (MEDA).
