Abi serves as the Executive Director of the Maryland Innovation Initiative, where he supports the commercialization of new technologies from Maryland’s universities and research institutions. Abi’s expertise lies at the intersection of scientific innovation, economic development, and entrepreneurship, and he has worked across the U.S. advancing regional economic competitiveness through research and development. Prior, Abi served as Chief Business Officer at Southern Research, where he launched the organization’s Station 41 biotechnology commercialization programs and led collaborative federal and state grant opportunities, including the Build Back Better and Regional Tech Hubs programs. Abi additionally worked at McKinsey & Co. as a consultant, advising state & local governments on economic development and biopharmaceutical companies on R&D operations. Abi earned a D.Phil. from the University of Oxford in Theoretical Physics studying the thermodynamics of quantum systems.

Stephen Auvil
As TEDCO’s Chief Federal Engagement Officer, Stephen is responsible for TEDCO’s interactions with federal laboratories and growing TEDCO’s revenues from federal grants. During his 14 years at TEDCO, Stephen has managed TEDCO’s commercialization, entrepreneur support, and investment programs. Prior to TEDCO, Stephen spent 17 years in technology transfer and commercialization at the University of Maryland Baltimore County (UMBC) and Johns Hopkins University School of Medicine. Stephen graduated with a BS in Biology and Engineering Science from Loyola University in Maryland, an MBA from the University of Baltimore, and an MS in Biotechnology from the Johns Hopkins University.
Troy LeMaile-Stovall
Troy A. LeMaile-Stovall currently serves as CEO for TEDCO, the economic engine for Maryland’s technology-based startups, and Strategic Advisor for Hunter Lewis, LLC, an investment management advisory firm.
An entrepreneur at heart, Troy founded the management consulting firm LeMaile-Stovall, LLC and co-founded GulfSouth Capital where he was the first President and CEO. As he continued his career, Troy became the accomplished and award-winning CEO he is today; he has led/co-led over $3B in debt and equity offerings.
Troy continues to grow, getting recognized by industry peers; he was selected for the Leadership Greater Washington Signature Program Class of 2019, DC Chamber Chairman’s Award, Baltimore Business Journal Leadership Trust in 2020, Washingtonian “Tech Titan” in 2022, The Daily Record’s Most Admired CEOs in 2022, the 2023 class for the NACD Accelerate Audit Committee Pipeline program, a 2023 Inductee into the Baltimore Dealmakers Hall of Fame and a 2023 Baltimore Business Journal Power 10 honoree.
Troy holds a bachelor’s degree in electrical engineering from Southern Methodist University, a master’s degree in computer science from Stanford University, and an MBA from Harvard University.
